Welcome to the Town of Pepperell’s Housing Production Plan (HPP) webpage. This page provides an overview of the community’s efforts to plan for current and future housing needs. A Housing Production Plan (HPP) is a strategic planning document that helps a community identify its housing needs and establish clear goals and actions to guide future housing development. In Massachusetts, an HPP provides a framework for increasing the supply of housing—particularly affordable housing—while ensuring that growth aligns with local priorities, infrastructure capacity, and community character.

For Pepperell, the HPP will assess existing housing conditions, demographic trends, and market dynamics to develop targeted strategies that support a diverse range of housing options for residents at all income levels. To support this effort, the Town has engaged the Northern Middlesex Council of Governments (NMCOG) to assist with data analysis, community engagement, and the development of actionable recommendations that reflect both local needs and regional housing goals.
