On Wednesday, April 23, 2026, the Northern Middlesex Metropolitant Planning Organization vote to release the draft Greater Lowell Bicycle and Pedestrian Plan (PDF) for public comment. Developed over a 14-month process in which NMCOG staff and volunteers from the GLBPP Advisory Committee engaged with cyclists and pedestrians from across the region, the GLBPP is a collaborative effort to improve walking and biking infrastructure across our region. The plan provides a vision for a unified, regional bicycle priority network and nine discrete local pedestrian networks, which NMCOG will work to advance over the coming decade through support to local communities, funding for design and micromobility improvements, and advocacy for improvements to local, state, and federal policy.
