Boston Road & Allen Road Intersection – Technical Review and Feedback Survey

Post-Construction Survey for Project Stakeholders (MassDOT Project 608181)

The Northern Middlesex Council of Governments (NMCOG), a regional planning agency serving the nine communities of Greater Lowell, including Billerica, conducts an annual evaluation of completed roadway improvement projects to assess how effectively they achieved their intended safety, operational, and multimodal objectives. As part of this effort, NMCOG is evaluating MassDOT Project 608181 – Intersection and Signal Improvements at Route 3A (Boston Road) & Allen Road in Billerica, which included intersection realignment, new traffic signals, roadway widening, sidewalk reconstruction with ADA-compliant ramps, addition of bicycle sharrows, drainage improvements, and related safety enhancements.

This survey is intended for municipal staff, MassDOT personnel, project consultants, and other technical or agency stakeholders who were either directly involved in or are familiar with the project’s planning, design, construction, or post-construction performance. Responses will inform NMCOG’s performance-based Transportation Improvement Program (TIP) review and help identify lessons learned to improve the planning, design, and delivery of future roadway projects across the region.
