The Northern Middlesex Council of Governments (NMCOG), a regional planning agency serving the nine communities of Greater Lowell, including Billerica, conducts an annual evaluation of completed roadway improvement projects to assess how effectively they achieved their intended safety, operational, and multimodal objectives. As part of this effort, NMCOG is reviewing MassDOT Project 608181 – Intersection and Signal Improvements at Route 3A (Boston Road) & Allen Road, which was completed in 2022 and included intersection realignment, new traffic signals, roadway widening, ADA-compliant sidewalk reconstruction, bicycle sharrows, drainage improvements, and related safety enhancements.

Your feedback will inform NMCOG’s performance-based Transportation Improvement Program (TIP) review and help identify lessons learned to improve future roadway projects across the region.
